Joe was Vice President of Sales and Marketing in charge of South American Operations for Capitol Communities Development Corporation. Capitol Communities had developed projects in Arkansas, Florida, Venezuela, Ecuador, Mexico, Canada and the Dutch Antilles before going public in 1994.
